The eviction of Shinjuku Kasumigaoka-cho public housing complex under Olympic 2020 Stadium Project, Tokyo, Japan:
In the case of Shinjuku Kasumigaoka-cho/Olympic 2020 stadium, the human rights of the victims have been violated and the community of 230 families had been living in fear and at the end 227 families are forced to leave their houses, by the following factors:
1) The community was not adequately consulted by Tokyo Metropolitan Government (TMG) and Japan Sports Council (JSC)
2) Most of the evictees were aged population, and of the 227 families who were relocated, the location and the apartment could not fit the expectation of residents.
Specific Recommendation:
1) TMG should stop any eviction efforts at Kasumigaoka-cho and let 227 families to return to Kasumigaoka-cho per their wishes.
2) TMG and JSC should respect right of everyone to the enjoyment of the highest attainable standard of physical and mental health and also take part in the cultural life, therefore TMG and JSC should restore public access, especially for 3 families who now live at Kasumigaoka-cho, to the Meiji-park.
3) International Olympic Committee need to ensure to enact no-eviction policy for any host-city in the future.
国立競技場（オリンピックメインスタジアム）計画による新宿区霞ヶ丘町都営霞ヶ丘アパートの立ち退き
霞ヶ丘町及び国立競技場のケースにおいて、被害者たちの人権は侵害されており、２３０世帯の共同体は恐れの中で暮らし続け、最終的に２２７世帯が強制的に彼らの住まいから移動させられた。以下の要因が指摘される。
１、居住者たちは東京都とJSCから適切な相談をうけていない。
２、立ち退きにあった２２７世帯のほとんどは高齢者で、その立地と住宅は居住者の期待に適合していない。
具体的な勧告
１、東京都は霞ヶ丘町におけるあらゆる立ち退きへの画策をやめ、居住者の希望があれば２２７世帯を霞ヶ丘町に戻れるようにしなさい。
２、東京都及びＪＳＣは身体とこころの健康及び文化的生活を高水準に享受するための万人の権利を尊重すべきだ。従って、東京都とＪＳＣは、特に霞ヶ丘町に今も住む３世帯ために明治公園へのアクセスを回復すべきだ。
３、ＩＯＣは今後の開催都市のために＜反立ち退き方針＞を制定することを確約すべきだ。
